Short definition
A loan whose recovery rights are limited by the agreed terms. For the 2026–2027 Ukraine Support Loan, the regulation makes principal repayment due upon specified events, including the receipt of Russian reparations. It also provides exceptions for a breach of democratic conditions or established fraud, corruption or other illegal activity in the management of the loan affecting the Union’s financial interests.
