Short definition
A procedure limiting Senate debate. For ordinary legislation, the general rule requires three-fifths of senators duly chosen and sworn, or 60 when all 100 seats are filled. Cloture on a motion to take up a bill remains distinct from passing the bill. Other procedures and exceptions exist.
